Below is a representation of outside plant with a correct Hi/Lo Guy wire condition.  The EL Plant is insolated from the Cable TV and Telecom plant with a ceramic insulator.

 

  

 

 

 

 

 

 

 

 

The Hi/Lo condition in the illustration below shows the ceramic insulator is missing from the guy line.  If the guy wire makes contact with the EL plant and a Technician, injury up to and including death may occur.  Technicians should not work on plant in this condition a keep off should be placed on each pole and a manager must be notified immediately. 

 

  

 

 

 

 

 

 

 

                                                                                                                                       

 

A Technician may come across a Hi/Lo condition in which a temporary fix was installed. The temporary fix consists of a non-conductive wrap placed over the Hi/Lo guy line so that if contact is made with the EL plant it will not conduct electricity.   The Union has not been provided any information as to the durability of this material or affects of UV radiation on its ability as an insulator (temporary fixes have been reported to be in-place for a year’s time in certain locations).  While a 188a test set may show the guy wire to be un-energized, if intermittent contact with the EL Plant occurs there is no guarantee that a break-down in the wrap’s ability to insulate against electric flow will not cause death or injury.   If the wrap was not placed for your particular job (as a temporary measure) you should not work near this plant.  Technicians should place keep offs on this plant and contact local management.    

 

 

 

  

 

 

 

 

 

 

   Below is an outside plant representation with an INCORRECT Hi/Lo Guy wire condition.  The EL plant is NOT insolated from the Cable TV and Telecom plant because the ceramic insulator has been improperly placed below either the Cable TV plant or the Telecom Plant.  This is a dangerous condition which may lead to injury up to and including death.
